The art of squeezing citizens

Today 2 news items got my attention. The first one is the new cess Kerala government will be charging from vehicle owners. Yes, you guessed it. It is applicable for both existing and new vehicle owners.  Everyone will have to go to the RTO office (the creepy place with all the ugly characters) and pay an additional amount within a year or there will be fines. This is in addition to the hefty 15 year road tax you pay.  The new cess is supposedly for the "road safety fund" – what a cute name!

Now the second one is on the "mandatory water well registration". This makes it mandatory for all the water wells fitted with more than 1.5hp motor to be registered at some "earth water authority".

For every progressive step that the central government takes, we have two backward steps by the state government. Central government is trying to hard to reduce red-tape and there by reduce corruption, while state government introduces a lot of new red tape and bureaucracy, promoting corruption.
