Road rules not applicable to K. Karunakaran?

Yesterday I was watching Fasttrack program on Manorama News. This is a show on the latest cars and bikes. It is a faily good program. At the end they had a section called leader’s love for Benz - In it Karunakaran says,
I love speed and I ask my drivers to go as fast as they can!
No wonder his car has mowed down a lot of people. In Kerala the speed limits are 40KM/hr in the city and 70KM/hr on the highways. How can you go “as fast as you can” if you are a law abiding citizen?
After the near fatal accident, it is rumoured that his car now goes a bit slow but still over legal limits. You see, rules and laws are not applicable to powerful in India.
