What are the duties of a government? - the Kerala way

Kerala is probably the only government in the world which operates everything from sports lotteries to airlines. Well, the airlines idea didn’t take off thanks to central government.
In traditional sense, a government is something which facilitates the daily lives of its citizens. In Kerala, it is beginning to look exactly opposite. Now Kerala government is even ordering its citizens what to wear!
Kerala government is thinking of making mundu(lungi) mandatory for male government employees. This is to promote the dying Khadi (kaithari) industry in the state.
One of the commentators to the above post, gives some good suggestions!
How about asking every one to smoke Dinesh beedi on Saturdays.
Every one should eat Kappa (tapioca) on Saturday
